Website cost, Rwanda

How much does a website cost in Rwanda?

The honest answer is that it depends on what the website has to do, and this guide explains exactly what moves the price. We also show where our own starting prices sit, so you can judge whether we are the right fit before you call.

Currency
Rwandan franc (RWF)
Payments
MTN MoMo, Airtel Money, IremboPay
Data protection
Law No. 058/2021 of 13 October 2021 relating to the protection of personal data and privacy
Time zone
UTC+2, 1 hour ahead of Lagos
Overview

The short answer, and the honest one.

Ask five Rwandan web designers for a price and you may get five very different figures. That is not always because someone is overcharging. A five-page site for a consultancy and a shop that takes MTN MoMo payments are different projects, even if both are called a website.

Below we break down what actually drives the cost, describe the common types of website, list the running costs you should budget for every year, and explain how to get a quote you can rely on. We have not invented market averages, because we could not verify any that would be honest to print.

In detail

What drives the cost.

01

What drives the cost of a website

Four things move the price more than anything else. First, the number of distinct page types, since a homepage, a service page and a blog post each need design and build time. Second, functionality: payments, registrations, member areas and integrations take far longer than static pages. Third, content, including whether you supply text and photos or need help producing them, and how many languages you publish in. Fourth, how much the design is bespoke versus adapted from an existing system.

02

Brochure and organisation websites

A brochure site presents who you are, what you offer and how to reach you. For many Rwandan consultancies, NGOs and professional firms this is the right starting point. The work involves discovery, design, a handful of page templates, contact forms and search basics. Cost rises with the number of languages, since a site in Kinyarwanda, English and French needs each page managed in three versions, and with any content writing you need from the agency.

03

Shops and sites that take payments

Taking payments adds real work. In Rwanda that usually means integrating a gateway such as IremboPay or Flutterwave so customers can pay with MTN MoMo, Airtel Money or a card. The checkout must handle a payment prompt on the customer's phone, pending orders, confirmations and refunds. A shop also needs a product catalogue, delivery options and order emails. Because Stripe does not onboard Rwandan businesses, plugins built around it cannot be reused, which affects the build.

04

Portals, learning platforms and custom systems

Recruitment portals, school platforms, membership sites and application systems sit at the top of the range because they contain business logic. Different users see different things, data moves between steps, and staff need dashboards. These projects also hold more personal data, so the requirements of Law No. 058/2021, such as storage location and access controls, take more planning. Expect a discovery phase before a reliable price can be set.

05

Running costs to budget for every year

The build is not the only cost. Budget for a .rw or .co.rw domain renewed through an accredited registrar, hosting that suits your traffic and the law's data storage default, business email, and any premium plugins your site relies on. Payment gateways charge their own transaction fees, set out in your merchant agreement. Since April 2026, hosting and other digital services bought from non-resident providers carry Rwandan VAT at 18%. Finally, allow for maintenance, because an unmaintained site becomes a security risk.

Where WPFlat's prices start

Our prices are set in US dollars. Strategy and Design projects start from $1,500. Development projects, which include shops, portals and learning platforms, start from $5,000. Migrations from another platform or host start from $1,000. Managed Services, covering hosting management, maintenance and security, start from $2,000 per year. These are starting points, not package prices, and every engagement is confirmed in a written scope before work begins.

Questions

Frequently asked questions

Why do website quotes in Rwanda vary so much?

Because quotes often describe different things. One might include design, payments, training and support, while another covers a template install only. Compare quotes line by line: what is designed, what is built, who supplies content, whether payments and data protection are covered, and what happens after launch.

Do you charge in US dollars or Rwandan francs?

Our prices are set and invoiced in US dollars. If your organisation needs another arrangement, raise it while we are scoping and we will agree something practical in writing. Your own customers can still pay you in Rwandan francs, depending on the gateway you choose.

Is a cheap website a false economy?

Not always. A small, well-built site can serve a new organisation for years. Problems arise when a low price leaves out things you need, such as a working mobile money checkout, a privacy notice, backups or training. Ask what is excluded, not just what is included.

Are there legal costs to consider?

If your site collects personal data, Law No. 058/2021 expects you to register with the National Cyber Security Authority as a data controller. Allow time for that registration, and for any advice you take on where your data is stored. We support the process with documentation but do not provide legal advice.

How do I get an accurate price from WPFlat?

Book a discovery call and share what you can from the checklist on this page. We then send a written scope with the pages, features, timeline and a fixed price. Nothing is charged until you approve it, and the scope becomes the reference for the whole project.

Can we start small and add features later?

Yes, and it is often sensible. We can launch a focused site first and plan later stages, such as a shop or member area, so the foundations support them. Building on WordPress makes that kind of phased growth straightforward. We simply agree each new stage in its own written scope.
