Hosting is usually chosen on price, then regretted when the site slows down or goes offline. For a Rwandan website there are extra questions: how quickly pages reach visitors on mobile networks, where personal data is stored under the 2021 law, and how VAT now applies to hosting bought from abroad.

Data storage comes before speed

Law No. 058/2021 sets a default that personal data is stored in Rwanda, with storage abroad allowed only where the controller's NCSA registration certificate authorises it. If your site collects form entries, orders or member records, hosting location is therefore a compliance decision as well as a technical one. We review what your site holds, explain the options, and help you choose between Rwandan hosting and an authorised arrangement abroad. We do not give legal advice, so we encourage confirming borderline cases with the NCSA.

Speed for visitors on mobile data

Most of your visitors will load your site on a phone, often on mobile data. Server distance matters, but page weight usually matters more. We configure caching, a content delivery network and image compression so pages stay light, and we measure load times from the region rather than from Europe. A site that loads quickly in Kigali also costs your visitors less data, which they notice.

Your .rw domain and business email

Rwanda's .rw namespace, including .co.rw for companies, is managed by RICTA and sold through accredited registrars. We help you register or transfer a domain in your organisation's name, connect it to hosting, and set up email with the authentication records that stop messages landing in spam. Ownership stays with you, so you can move hosts in future without losing your address.

VAT on hosting bought from abroad

Since a ministerial order gazetted on 29 April 2026, digital services supplied to Rwandan customers by non-resident providers, including web hosting and remote maintenance, fall within VAT at the standard 18% rate. If you buy hosting from a foreign provider, expect VAT to appear on invoices or be withheld by your bank. Ask your accountant how it affects your own returns.

Frequently asked questions

Should my website be hosted in Rwanda?

If your site stores personal data, Law No. 058/2021 makes Rwanda the default storage location unless the NCSA authorises storage abroad. A simple brochure site with no forms carries less risk. We review what your site collects and recommend accordingly, and suggest checking borderline cases with the NCSA.

Can I register a .rw domain through you?

.rw domains are sold through RICTA's accredited registrars. We guide you through registering in your organisation's own name, or work with a domain you already hold, then connect it to hosting and email. Keeping the domain in your name protects you if you ever change provider.

What does managed hosting cost?

Managed Services start from $2,000 per year, which covers hosting management alongside maintenance and security. The exact plan depends on traffic, storage and support needs, and we confirm it in writing. Domain renewals and premium licences are listed separately, so you can see every line.

Will VAT apply to my hosting?

Under Ministerial Order No. 004/26/10/TC, web hosting supplied to Rwandan customers by non-resident providers falls within VAT at 18%. How that appears on your invoices depends on the provider's registration. Your accountant can advise on your own position. Check each provider's invoices so you can see how VAT has been applied.

Can you move my site from my current host?

Yes. We copy the site to the new host, test it fully, then switch the domain over at a quiet time so visitors see no interruption. Migrations start from $1,000 and are scoped in writing, or are included where agreed in a managed hosting plan.
